This roadmap proposes a pathway to meet Ontario’s energy demand decarbonization goals: energy infrastructure built from a sustainable forestry resource that supports the bioeconomy, rebuilding the residual fibre markets lost to pulp mill closures while delivering the grid infrastructure Ontario needs – a scalable model applicable to any Ontario community.
The work covers the full picture: available fibre supply within the region, grid context and IESO capacity projections, municipal decarbonization commitments, comparative infrastructure costs, a financial model, and a proposed development path. It draws on data from the IESO, Ontario’s Forest Biomass Action Plan, Synergy North, and the City of Thunder Bay’s own climate targets.
